Download Aru's Modding ability Patch - this is a small, but powerful tool, because it will basically trick your game into thinking that all the files are original.

Navigate to the Gtaiv main folder

in my case its (D:Program FilesSteamsteamappscommongrand theft auto ivGTAIV)
retail will be different.

Then navigate to the common folder then text and replace American.gxt
(grand theft auto ivGTAIVcommondataeffectsexplosionFx.dat)
